question abut transfeirng colleges

So my cousin is trying to become a doctor and he is in his final year but he had to move and got a C on one of his medical classes ( kinda oblivious to what the hell the class was) and he got rejected by the university he was being transferred to because of that. Have any of you guys experienced anything like these pluse help

Might be your cousin's nationality, my friend's girlfriend got a C+ on medical class and she got accepted in a University but she was asian so that might explain..
