They aren't fighting the countries with terrorists. They are rooting out terrorists in countries with them. In Russia's case they're aiding their ally, Syria, in "suppressing" rebels (which include the terrorists).

This means the countries aren't at WAR with each other, they are aiding the other in suppressing a mutual threat, terrorism (although in the case of Russia and Syria, they are opposing political opposition in Syria of ALL kinds and without discrimination (because Russia LOVES the political party in power). This makes it comparable to if America would bomb cities in Canada to suppress violent and non-violent French independent groups in Canada to aid the liberal party oppress opposition).

When America they assassinated Bin Laden, did so WITH the aid of the government of the country Bin Laden was in, Pakistan. If Pakistan didn't let America work in their country, then assassinating Bin Laden would've been illegal because it would be sending American troops illegally into the country without permission, which could be taken up in international court.

So to conclude the governments in a country have to declare war at each other (like with North Korea) for them to actually be at war. If both are working together to defeat a common enemy like terrorism within a country, then it is the opposite of war. They are helping one another.

NK is not dangerous at all for any country. They could be easily nuked by SK, Russia, China, Japan or even the US. One aircraft carrier alone can put this fat boy out of business alone and since Trump is elected, the relationship between Russia and US has never been better.
