IMHO, the guy was just trying to make a scene out of it, it could have been handled better if he actually wanted to.

And to those blaming the police officer, I really don't see why. McDonald's is a private property, she is just doing her job, whether it's inhuman or not, that's a different story. And every police officer is a representative of the country's laws, her saying she is the law is no more than making the guy shut up because he actually is causing disorder and bothering other customers.
