ye u used to be able to do this back in the days with tamper data ithink it is. its a thingy where u change the payment in paypal originally ur set to pay for example 25 us dollers then with tamper data u can set it to 1 doller but still get items/gold ect rp as if u paid 25 us dollers.

but its a risky thing to do. as they can pick up on it and chances of some jail time may be possible.

The paypal thing gives you the REAL RP, but Riot after a short time will block your account until you pay the amount you wasted, ie: You bought 10k RP with the false paypal acc, when they know you're doing that, they will block your account and to use the account again you need to pay back that money, in the worst cases, they IP ban you or they take you to court.
