Correct me if I'm wrong but I'm pretty sure this isn't you're fault, if paypal changed something which stopped you from being able to access your money correctly. If it isn't your fault then they should pay the following proceedings. Not entirely sure whats happened.

It IS their fault but the US address I used to create the US PayPal isn't an address I own so I can't phone PayPal and tell them what's happened and that I own 2 PayPal accounts.

I'm a US Resident and I created a paypal account with a fake name + fake address. It got limited with 120$, so I called paypal and told them the truth, I uploaded my driver's license to them and what they did was send the money to my real paypal and closed the account. You should just call them.

The problem with that is 1. I'm not of legal age to have a PayPal account (though I know a guy who can make fake passports for PayPal) and 2. I'm not a US citizen.

Ok, if I was in this situation I would tell your parents that you're in this mess and tell them everything! Its not your fault so paypal have to pay the lost money. Get your parents to say that it was there account and they are the ones that have lost the money because I'm sure your parents would rather you be honest with them, especially when its £500 at stake. Just be totally honest with them.
I would definitely NOT get a fake passport because that is HIGHLY illegal and if you get caught then the situation will get exponentially worse.
