Here is what I think: There are about 10-20 players who report cheaters to kabam on a regular basis (the rest of the player base don't bother to do anything, or use hacks too). Together, these small group of reporters make up about ~95% (?) of all sent reports. The GMs remember these player names and consider these players as 'trusted reporters'.
Now imagine other people suddenly start sending in fake reports in big amount. Now, the GMs might consider to only accept videos reports of these trusted reporters, and maby use the reports of others just as backup proof (or just ignore completely ignore them).
Besides, you can easily tell if someone is a serious reporter or just a faker trying to get someone banned, simply by the youtube account. Is the reporter an active youtuber, with lots of serious rotmg videos and lots of subscribers, or are the only uploaded videos his recent faked cheater reports? Is he well known in the rotmg community? Is he known to be trusted, or a jackass?
GMs have lots of options filtering out real and faked reports, and only banning confirmed cheaters. Related:

Why? Actually it's a pretty smart way to ban: The GMs let other players do all the work, while the GMs just have to watch a clip and swing the banhammer. It's saves them a lot of time... sneaky bastards.

Who, Kabam?
I've been using no-clip + speed hack in sprite worlds ever since I can remember, and never got into any trouble.
I've farmed literally THOUSANDS of dexterity potions that way.
The only ones recording are butthurt snitches like HeroMax (a.k.a. Roguea, as he's known as here) that should mind their own business; Kabam would never spend as much as a dime on fighting cheaters (a.k.a. potential customers), they're only doing what's absolutely necessary to keep the vocal minority of autists appeased, and that pretty much boils down to making posts about how they're cracking down on cheaters reeeealy hard this week/month/year and how they're banning thousands of us (haha yeah right, been cheating for more than 2 years now and zero bans, not even a temp one), that's all.
Now you might say, oh no don't post this, Kabam's going to start banning now. HAHA, yeah, no. GMs take orders from the corporate and the corporate says GET NEW CUSTOMERS and keep old ones... and guess what, hacked clients are helping them with that goal BIG TIME. I wouldn't be surprised if nilly or others were actually Kabam employees posting HIGH QUALITY 100% FREE hacks THAT THEY COULD EASILY GET PAID FOR IF THEY WANTED so as to attract new customers (and keep the old paying ones ofc) lol.

Only because these "big spenders" were retarded enough to personally provide evidence of their breaking the ToS therefore forcing Kabam's hand (one I remember streamed on twitch while using hacks, another one advertised his private RotMG server on youtube, another one posted a screenshot where he forgot to edit out health bars, etc.)
And guess what, EVERY SINGLE ONE OF THEM HAS BEEN UNBANNED SINCE THEN. If you know of any that's still banned, do tell, I'm dying to know.
