Car Spawning, Scripthook or something else?

I have tried 6 different mods and none of them can spawn a car online. Everything else works.

On the other hand I have seen other players who CAN spawn cars online and I've even used the same exact programs they had.

If anyone out there could direct me to a fix it would be greatly appreciated.

Not scripthook, the hashes changed for all vehicles and developers just need to update shit in their menus.
