I have visited the website, but I'm not sure it's for me.
I think the Minions of FightBB should be called Referees.

Advertising a site that is at the top of mpgh
People who are elected Minions will keep their positions until new or more minions are needed for certain section, those Who were originally minion are promoted to moderator and watch over the new minions. When those moderators become proficient enough you promote them to Global Moderators and from their work out which Minion has met the requirements for moderator, and promote a hard working member to minion to fill the void.
Not sure if this method makes sense to others but it makes sense to me.

Also aren't minions something dabe made up? It is usually mod and gmod
