Coming from someone who attended public school in the States, (and assuming you do as well since your country is set to USA) who would you consider to be the headmaster to talk to? The principal?

At my school, talking to the principal won't get you anywhere. They would just refer you back to the teacher. Also talking to another teacher seems useless (once again speaking from my experience) they can't do anything to help you.
