Depends on who you ask and what you're editting, but I personally use Sony Vegas Pro 12, recently updated to Vegas Pro 13.
I have used Windows Movie Maker 2.6 for 4 years before switching to Sony Vegas Pro 11 for 2 years.
Then I discovered Adobe Premiere Pro, and I never looked back
