Mods not working for me

Alright, I'm new to the modding scene and I've been following all of the same simple tutorials for gta online mods but they still never work. It seems that whenever I start the game with a gta online mod it deletes it off of the gta v folder. I have windows 8 but I don't think that's a problem. Does anyone know how to fix it?
