Every time I enter paypal I get this notification : http://i.imgur.com/SxlEPh7.pngⓘ and I do not even need that , someone sent me money as goods and I refunded him but this notification is still there . Anyone knows how to remove it ?

Call them and find out. I had a similar notification and they told me it'll disappear after a while and it did. Although your case may be different.
It depends what option you chose when you made the account
Also it goes away after a while/after a few purchases/payments received.
Or maybe your account isn't completely set up? What percentage is it at.

Something similar was happening to my account, for whatever reason.
I just called, verified my info., and they told me why the notification was there. It went away about a week after I called.
