Can't add funds...

So I bought two steam accounts from a guy that used them as cs go smurfs. He lived in Europe and I live in the US. I changed the location in every place that I could find. When I try to add funds to the account, it gives me "An unexpected error has occurred, please contact steam support." Does anyone know why this is happening?

Should make no difference where you or him lived, try doing it now perhaps?

It still doesn't work D:
I thought maybe it wouldn't let me add money because steam guard hasn't been enabled on the account at my location for 7 days, but last night was when the seventh day completed, and I still couldn't add money. I tried using paypal and a debit card to add money.

Was it your own debit card? If its your parents make sure you can actually use it, I know that people can lock there cards from being used on certain platforms.

No, it's my card. I can use it on my main account but not this one.
