Unable to load language

Whenever I start up my client, it just loads a black screen then after 3 or 5 minutes it says unable to load language.
How do i fix this? I've added the .swf to my trusted locations but it still doesnt work

Step 1: Open Start In Hot bar

Step 2: In search type run

Step 3: Open Run then type in app data

Step 4: Open Roaming then open Macromedia then open Flash Player

Step 5: In this folder open or make a folder named #Security
(Respect The Cases)

Step 6: Make a folder inside #Security named FlashPlayerTrust
(Respect The Cases)

Step 7: Make a file *Preferably Text Document and name it winetrust.cfg

Step 8: Open winetrust.cfg with a text editor and Copy and Paste <<root folder of where your SWF is>>
