It isn't worldwide but you can use a reship and they will send it to your country, and no you don't have to buy the clothes first and it's not a refund service.

It is really hard to keep explaining it so, this is how it works you have two options
A stylist will call you and ask you questions about the clothes you want, and you tell her what you are looking for.
Or you give me a list of clothes and I will show the stylist, she will try her best to get those.
Then I will show you a preview before it is shipped you can remove anything you want.
It's shipped and you receive the clothes.
