Hello,
i have Bo3 region locked and can't play without vpn its shows the game not installed, but it is
is there methods to play the game without vpn ? i saw manny methods on youtube, but didn't works

You can't if you didn't buy it from Steam. You got screwed over if you want to use it without a VPN.

If you do it that way then you get kicked from your game at least on Black Ops 2 you did for having no license or something

What he said can also work, you're essentially family-sharing(i'd link you but outside links are NOT allowed on here, so google it) the game to yourself. It's very simple actually.

Run the Game, then Disconnect the vpn = you are playing in your current location...

You'd disconnect from the game if you disconnect the VPN(Lose internet connection for a few seconds/minutes).

Activate on another account with VPN and then use familyhare and play with your main acocunt

All he has to do is search it on google "Family-Sharing/Game-Sharing Steam" and find the steps that is easiest for him.

If akim's/my basis is correct it's pretty much like sharing the game to yourself so it SHOULD work.

I've personally never tried it, but it's worth a shot.
