"A mod is required to use this cheat" on Combat Training (Maps launched with devmap)

Hey guys! So, despite launching every map in combat training using the /devmap command, changing monkeytoy to 1, and adding the seta thereisacow "1337" to both configs and console at the start of the game, and a few other things I have seen online. All have lead to dead ends and none have worked. Here are the steps I take when in CT

1) Launch game

2) Edit lobby

3) Start with /devmap mp_nuked

4) Type command /god in console

5) Error "A mod is required to use this cheat" appears

Any help would be very appreciated!
