Ip tracking is seriously difficult. Mpgh could possibly check to see if it's a user from here which then make you violate one of their rules odly enough xD

Anyway back on the topic, I think this is where SE (no not refunding)
Actual proper SE is going to be the easiest way.

Find out what provider that ip comes from (easy to do via many, many websites). Call the provider and have your best SE srory you can find on how to fool them in giving some information about the ip. Like address or name or something.

One last tip, check if any of your skype contacts have the same ip. Might be possible to so with NetLimiter or the cmd command netstat.

But, after I recovered it, it didn't have CS:GO on it, yet before it was hacked, it had the game...
