Thats not true,
The M24 A3 has only 5% less damage then the L9,
and heavy vests hardly do anything, at most it takes 2 shots.
maybe with the regular M24 you could take 4, but A3 is more powerful.

In one of kellermans montages he shoots some guy 3 times before he dies.
