if you're looking for paypal --> bitcoin, not sure if it's the best place, since you have to give up your ID and some personal details.
if you're looking for bitcoin --> paypal, it's rather dangerous, but it's safe to trade with reputable trader with 500+ positive feedbacks, chances are they won't chargeback

I use coinbase and its fine for me.I would like to try out and see if www.circle.com is better tho
I used coinbase ONCE and it was "alright". I think circle is the best judging by the posts here.
