I'm wondering how i get the premission to be able to private message people.

Go to General Settings and enable it
If users have disabled their private message , they can't receive your messages.
If users have disabled their private message , they can't receive your messages.
You can also click their username on the post and then click "private message".
You also need 20 messages to receive messages

That is a rumour that isn't true.
You can receive PMs the moment the site gives you the Member Level 1 tag (from reaching 10+ posts)
