Unlocking a Phone

I always get my phones unlocked to begin with or no purchase.
But I'd like to know if someone on here has a tool or can unlock phones free of charge?
I don't intend to pay for unlocking this phone as it isn't mine.

If it matters, it's connected to Bell (Canada). They told her it'd be unlocked if she paid said amount but they aren't complying, so I figured I'd just see if there's a chance of getting it done at home.

So, help?

Factory reset can unlock it? ..

@Zeint What he means by unlocking is to "region unlock" meaning that you can activate the phone anywhere in the world with whatever phone company. You cannot do this by factory resetting the phone :/ I don't know how, but I know that you can't through there.

I want it to be able to use any provider and not just Bell.
