Up until dec 1st 2016 this was never the case, each person had to be informed of their invasion of privacy. If they weren't then they could drop charges and counter sue.



The specific change in legislation is "reasonable effort" as where before it was mandatory to let individuals know before hand their privacy will be invaded.

In germany you can sue them if they spy on you for no real reasons

I cant speak for the government and their survailance activity but mostly the government is more worried of a terrisom act or a threat to a country or to a particular area that may cause harm to the people or the country. Childporn on the other hand is a illegal act and crime comitted a lot in pretty much all over the world. I guess the government spends more time on spying on people than catching the predators.
