The seller assured me they would cover all the shipping costs from there end, then purposely did not (I am not referring to customs fees)
I do not appreciate people lying to me to gain.

So perhaps a shining star could advise me on how to get a refund on "shipping expenses and custom fees" for a parcel that was empty?

if it wasn't included in the shipping costs it's impossible. and shipping expenses that you said were covered by the seller does not include custom duties. you want to try seing customs go ahead
