Cheap but good pc?
Think about making a pc,
must be able to run games smooth, like csgo on medium atleast 150-200 fps.
I can't "upgrade" cause I have an Imac,
any suggestions?
350-500$ without screen and stuff.
Guy above me suggested a good computer BUT, never buy a prebuilt as you're spending usually $100-250 more than you should. HP has to make money too so they hike the price up.

You should use PC Part Picker.

You can sign up for an account and browse other peoples builds based off many factors such as price range. You can also build your own where it makes sure everything will be compatible with each other before you order the parts and it'll show you a group of different vendors and automatically pick the cheapest.
What @Zombie said. It would be a better deal if the 1060 was the 6GB version. Prebuilts also often cheap out on the PSU and motherboard. Although, I do like the case a fair bit because of the touch of aluminum.
Bought my custom built PC for 500$ on offerup from some chink.
GTX 1060 6GB
i5-4660k
8gb
750w

AMD FX 4300 Quad Core Processor (Turbo Speed)
Nvidia GeForce GTX 960 2 GB
8 GB of DDR3 1600MHz RAM Memory
1000GB (1TB) Hard-Disk Storage Space

found this with a decent case for 321$ was thinking about buying this and upgrading since I have a spare 8gb ram, and can buy new graphic card in the future, is it good?

your cpu upgrade path isnt good, as the older AMD chips were much worse than the Intel equvilent, so if you can find a computer with an intel cpu, even an i3, you would be able to upgrade it to an i7 (of the same generation)

if I buy the built mentioned above, can't I just change cpu at some point?
