When I made my PayPal using this card, PayPal did not require the small deposit. It just said successfully linked. Having a card linked will allow you to do more transactions.

Some cards get the PayPal locked easily.
Can you confirm there's absolutely no way to confirm the card further?

Yes, that's what it's doing.

What @Rob is talk in about is common for PayPal. Sometimes, PayPal will not let you send payments as soon and they say to verify the card by depositing small amounts into your account to confirm.

PayPal does not need this though. VCC will work fine without confirms.
