Yeah use a VPN to make your account, and every time you use your account. Make sure you set it to around the same location at each use.

You need to make a stealth account, dont use a VPN as you will get limited. You need a Proxy or RDP/VPS - Check out Proxy Fish
With the proxy you can set it up with one browser so you just need to use that browser when ever you use that Paypal, for stealth Paypal account you will need a VBA, VCC, US Phone Number and use a fake name with USA address ( Look on rental website ) matching location of your proxy and new email.

Honestly doesn't matter if you want to make a new account if you want to base it on lies then you will eventually forget the information to all of it (unless you put it on a note pad) and even if you do lie whatever problems you have with paypal you will have to remember that information because if you give them the wrong information *example to your previous account* they will think oh it's that guy making another account? Honestly there's no benefit making a new one because there's so much BS you have to give them to make sure your account isn't limited of payments..
