Don't think it's possible to unlock all operators or charms anymore. You can unlock all ops if you play offline on UPlay though, but you can only do custom game with only people on LAN.
In terrorist hunt you can scan values for health, ammo, gadgets, etc. But it only lasts for that one match, the addresses change next match, and I don't know how to make it static address, that's something @RTEGRWEYHGWA$RywywG would know how to do
