I googled it when he first talked about it and it has to do with a specific model of Modem (sbg 500 or something like that) and a special cable(black cat or sth like that) lol.

this is how it works your moddem has a number or code and gives orders to the isp to give a certain ammont of speed but with a modded modem you can change it to a certain limit depends on your node the fastes my modem can go is 50mb download and 20mb upload thats cuss of my node if they upgrade speed in my area i can change my speeds
