A IMEI number is an identification number for mobile phones. Think of it as a serial number. You will need an IMEI number to in most cases exploit warranty options in order to get a replacement device (this type of behavior is called social engineering). They are sold super cheap because they're easy to obtain.

Not exactly. Like I mentioned - you use the IMEI number during the social engineering process. For example: an authentication process to prove device ownership. You are using it convince the company that you own the device. And yes it's illegal. It's fraud.

In the hands of the right person, you can pretend to have the "phone" and experience problem.
This ultimately gets google to ship you a replacement
