You only need new harddrive and install windows & fortnite on the new harddrive after that open regedit and delete Computer\HKEY_CURRENT_USER\Software\Epic Games\Unreal Engine\Identifiers
Before u open epic launcher u have to open task manager and disable the old banned drives that is all u need.

ps: try deleting fortnite completely from your old banned drive.

I will teach you, very simple and still working:
1- download and create a bootable usb with a windows installer on it.
2- restart your computer
3- go to your hard drive settings on bios and change the "AHCI" option to "RAID"
4- Create a new RAID partition
5- Install windows on it
6- Download fortnite and be happy
