I personally want to keep this paypal but if I have to ditch it, its fine only $11 in it

i think you can still send the $11 out. its not limited yet. ive had this before i just sent the money out before it was permanently limited

You can't fake it. There's a database used to verify social security numbers that paypal uses.
You'd have to use a real SS number or get an ITIN which requires a real social security number.

thats happend to me
call them , say you are not living in US anymore
after a days they will remove it
