i disagree. i played w/ a guy who had all the badges from the last 4 years and changed his rank in game. it's possible

Why would you want a client side cheat? Other people can't see it?

It exist but its only client-sided, so its pretty pointless. Just like all the skin-changer "hacks".

Yes it exists in free, and yes it is server-side, and yes it shows to other players in lobby/game.

compile riptide v3 (indigo base) with correct protobuf and you'll be fine.

There is. I think premium cheat developers call it "Inventory Changer". This feature changes your inventory client sided.
It is similar to the Skin Changer but you can see everything you have equipped inside demos, etc. (everything that runs locally)

But as Ahlwong said already. Only paid cheats have this feature. Not all tough.

If someone would leak or debug such an option. I would love to find out more about it. +.+
