This has been dragging on since June 19 when he promised replacement accounts. June 21 said would be sending, again failed. June 11 contacted me to ask me to cancel the scam report ad he would send me a replacement. Still didn't so it. Told me that he the passwords for the filehost I paid for, the password has changed and he cannot access it blah blah and asked me if I wanted another file host.
Then I get an email from Paypal which said that a decision was made in my favour?
The seller tried to promise replacement after he promised a replacement (yet again but never delivered). He only replied only when he got banned.
Yes, I got my refund from Paypal but it was not initiated and decided by him.
He said:
i thought money is already refunded to him -> Lying.
so i didn't give him replacement -> See attached emails where he promised replacements multiple times. Would he have kept offering it if he "thought" that he already refunded?
Before his account was banned, his profile's visitor messages also had multiple other buyers that had been asking for replacements, that accounts he provided did not work.
So, Kickass, if you want to sell accounts and charge a premium on "warranty", don't let it drag out for weeks and weeks.

Considering that kickass_cf opened this dispute as soon as they were online and was ready to refund and didn't hinder the dispute process of PayPal, I would suggest that he be unbanned and warned in order to resolve pending warranties or customer issues at a faster pace.
Even in a prior report @kickass_cf seems to have been co-operative and refunded upon asking.
As he stated perhaps he genuinely didn't provide the replacements because of the PayPal dispute, @Flengo @Ahlwong @T-800 @Psychotic
