Yes there is one, it's called Gameloop from tencent, but remember you are also playing against other PC players.

Been on the Tencent Gaming Buddy/ Gameloop since release.
da boy @Wyo runs it on an emulator its like ez mode for winning

Playing against both PC or mobile
I used Gameloop at first but it seems that the newest version of Bluestacks runs much smoother than Gameloop on my potato laptop.
