is amd or intel best for a first build
At this point in time, AMD CPUs are the way to go for your first build if your building a low or mid-budget gaming pc. If you are spending 1.5k+ you should go intel if your just gaming, but if you are going productivity you should still go AMD. AMD is the production king at all prices right now.

Buy one of the older intel chips since they're so cheap. i7-3770k is cheaper than a lga 1155 mobo.

If you have more than $90 for cpu and mobo, go for the older Ryzen chips for that sweet core count.

that still is quite a deadend
there is no possibility to upgrade from those and compared to similar value amd chips the older intel ones arent that much better anyway
intel for beiginers
AMD Ryzen, go for a cheap ryzen 5 1600 AF ( ryzen 5 2600 rebranded but lower cost ) + b350 cheap one + 16 gb 2666 mhz 2x8 ddr4 ( since some mb have problem for frequency higher then 2666 in zen 1 ) and that's it !
AMD more for the money, but intel makes some seriously high quality processors.
Best for the Money are currently Ryzen´s and i also think you should safe the extra bucks for a better GPU then

Also, please post here more details. What you are planning to do with this PC? Editing? games only? The last and most important question is what is your budget?
Can you post here more details? AMD and Intel both have some pros and cons. It would be great if you can share us information about your parts info so that you can get some recommendations. Also what's your budget? I might be able to help you!
IMO go for Ryzen 3600/3700/3900 depending on budget. Great CPU power for 350-500 bucks.
