What?! That's frieking retarded. Well what if they discontinue the game. what happens to all that cash. In that case you could invest in game currency o_O. Theoretically game owners could "F" with the market to turn a profit... People do it all the time its called being an insider, but atleast these people don't have complete control over the economy...

They just want to tax the ingame currency trading. I think it really doesn't have any implications, just that it has actual value. Supply and demand is still the same, the game maker can't just pump out 500% more currency and expect to sell it without the value going down.
