did dbd 3.6.0 patch the level and rank editor?

whenever I try to use the level/rank editor with fiddler, I get stuck on the step where you open fiddler as admin and then open dbd through steam, when I get to the "press a key to continue" page, it says steam is offline. kicks me off and an error pops up reading "missing required file (D:\Steam\steamapps\common\Dead by Daylight\DeadByDaylight\Content\Paks\pakchunk40-windowsnoeditor.pal) and the title of the popup window says "Easy Anti-Cheat".

For me , i have this same situation but without missing file. I have this situation where DBD newest version was 3.5.2 . We must wait for new version of this

updated my dbd to chains of hate, made a backup of the game files and switched to 3.0.0

btw i bought the new killer using the iridescent shards that i hacked today
