Really? I have been able to change it with a VPN, I used NordVPN in that moment though, I am not sure if it had anything to do with it but, disconnect from every device, close steam in your PC and then activate the VPN, open Steam again and try. Steam won't let you change region if it was already opened when you activated the VPN.

Go to store settings etc. Then go to change country and switch with a valid address of whatever country you wanna go to. Make sure to have a vpn on.

Make sure to try different one, many of them are on blacklist but not all of them

Use Hola VPN, it's free, or any other paid popular... It works, you can do it trough web or app
