Laptop Refund !!!!

i want to refund a laptop with 2070 rtx. under 1500% the thing is idk which store is the best. cause i cant lenovo too expensive and i cant take a risk. but is amazon still refundable? cause cant risk any money. and should i buy now a laptop or wait for the 3000 series to reach laptops?
BTW if amazon is still refundable i cant find an account with order.... and i am looking for weeks... so i am clueless i would like to hear your opinion guys.

I have been doing target, sams, costco with no limits! Or even walmart. 100% success. US only though.

Recently I also ordered a laptop and was upset that it came without any instructions and without those things that I ordered additionally

you can always legit return if amazon fails, just like most other stores.
