4. well.. if you changed ur ip.. or using an IP hider, than disable them. if you are not, just check again if you're IP is rite (open cmd, put commend ipconfig and u will see your IP address)

To reduce lag use 7smoker for Windows7, xpsmoker for windows XP, and (you guessed it) vistasmoker for Vista. Just Google them

If you use DSL you have a dynamic ip which changes itself. Sometimes if you configure your pc's settings or sometimes if it loses connection for a second it will change. Like he said click run i start menu and ipconfig or go to start>programs>accessories>Command Prompt and type ipconfig.
