What exactly is Cbl?, and how could i get my character on it?

I don't care about being CBL Clean or not because my main account was used by some little ratty kid and he used mods to play on it, took a screen shot and posted it.
Therefore my CSM2 (I quit because of my computer failing) got CBL Dirty.
