it just widens the mini map, so you can see these "moving red points of shooting enemies" in a longer range
The Radar +20%? It gives you 20% more radar visibility. Just go in to your inventory and equip it.

true... Bino's lagg with your lagg... so if you clicked .. when you saw the enemy and the name of the enemy hasn't popped up yet then.... you won't spot the guy... so summary.. the bino's suck...
