the only thing us aussies cant to is buy the game at a retail store, you can still buy a digital download of the game from the apb website or from D2D

Which region is my Key?: look at your product key
EU = EUxxx-xxxxx etc.
NA = NAxxx-xxxxx etc.
There are many browser proxy addons search for a guide on how to use them.
also the ppl at Alienware Arena - Gamers Wanted are giving keys out too no need for a proxy here but you will need to register an account
