problem installing PBSsetup.exe ( WarRock)

I´ve downloaded PBSsetup.exe ( punkbuster ) . The strange thing is : it won´t start .It has de right size ( 751KB ) The computer is running on windows 98. It is the first time ever een program won´start. Help ........................................i want to play Warrock and i´m getting desperate ,
