Is there are program where you can test a hack menu w/o opening combat arms?

I believe its called D3D9 Test Environment but I dont know if it works without combat arms.

If you use Gellin's base, then the device pointer is 0x40CE08
If you use a method that auto-hooks without needing to manually find addresses then just inject.
