If you change IP you lag more.It's not the IP that makes your Ping decrease but the distance.

But i get better ping in UK server than miami one

Because you have a better connection with the UK server rather than the Miami one.

Besides the Miami server is 'overloaded' with users, so don't expect an awesome ping.
