No this is not him. Im actually fairly sure that his is fistdacuffs's video, with an annoying song pasted over it.

The original is way funnier as he has music playing and then he starts talking to it.

Some people legitimately have the game a week before release. You have to have some kind of special something or other, but people do own real working copies of the game.
