They wanted to make it that way, that it takes some skill
They don't want to make it easy to do for everyone
It wasn't easy, nor overused in MW2 or MW or WaW.
And, they wanted to remove it as Josh said.
Something like: "We removed the quickscoping as many people considered it as an annoying thing, more than nice."

I really HATE Grenade Launchers, especially those with Scavenger or Backpack...
