New Bug?

Today i was palying Cairo, and then i saw a person which i thought was hacking. He was using what looked like a speed hack and a hack when you shoot a person it shows u died by the fall damage thing. Then my team kicked him. A second later another person came and again and again. Is it a bug or hack. /Discussion Ps Someone said they experienced it too.
